The latest Windows 11 Insider Preview Build 23521 lets users easily switch between a local desktop and a Windows 365 Cloud PC environment. In addition, from now on, EU users will be asked permission to share data between certain applications.
Microsoft is releasing a new Windows 11 Insider Preview Build 23521 in its Dev Channel. In this build, it is possible to switch between a local Windows 11-based desktop environment and a Windows 365 Cloud PC more easily. The Windows 365 Switch functionality makes this possible. Beta Channel participants can already take advantage of this as well.
Windows Copilot always on for Microsoft Entra users
The latest Insider Build for the Dev Channel also supports new options for Windows Copilot. Windows Insiders now logged in and managed by Microsoft Entra (the new name for AAD) will now see the generative AI assistant turned on by default.

A new functionality in the taskbar quickly activates the so-called never combine mode. There is also new functionality for the Dynamic Lightning settings. That includes automatically turning Windows Spotlight on and off with (future) OS updates and using the Microsoft Bing Search App for Windows Search queries.
Permission for data sharing
Quite remarkably, with the Build Preview, Microsoft is giving in more to the (privacy) requirements of the EU and EEA member countries. End users in the EEA region are now more likely to have to consent to data sharing between Windows 11 and other Microsoft applications they are logged into. This consent is slowly being rolled out to all users.
If users do not give permission for data sharing, certain functionality in Windows may not be available, Microsoft indicates.
